The Children and Young People's Plan
The Children and Young People's Plan is an important part of the reforms that followed the 2004 Children Act. Local areas must produce a single, overarching plan for all services affecting children and young people.
Schools, wellbeing and the CYPP
The Education and Inspections Act 2006 placed a new duty on maintained schools, primary, secondary, special schools and Short Stay Schools, to promote the wellbeing of their pupils.
The new duty: how wellbeing is defined
Section 38 (1) of the Education and Inspections Act 2006 states that:
"The governing body of a maintained school shall, in discharging their functions relating to the conduct of the school -
(a) promote the wellbeing of pupils at the school.....
And that in so doing, the governing body will
have regard to any relevant Children and Young People's Plan.
have regard to any views expressed by parents of registered pupils"..
Section 38(1) of the Education and Inspections Act 2006 defines wellbeing in terms of the matters mentioned in section 10 (2) of the Children Act 2004, which are:
(a) physical and mental health and emotional wellbeing;
(b) protection from harm and neglect;
(c) education, training and recreation;
(d) the contribution made by him to society;
(e) social and economic wellbeing.
Wellbeing in these terms translates into the five Every Child Matters outcomes that children should be healthy, stay safe, enjoy and achieve, make a positive contribution and enjoy economic wellbeing, which schools are already inspected against by Ofsted. Every Child Matters launched a programme of systemic change to improve these outcomes, recognising that improvements could only be sustained where all local agencies and services, including schools, worked together much more effectively to design and deliver integrated services around the needs of children and young people.
Cornwall Children and Young People's Plan 2008-11
The Children and Young People's Partnership have set their priorities for the next three years. The Partnership carried out a needs assessment, used the results of consultation with children, young people, parents, carers and practitioners, and drew upon their own experience and expertise to set the priorities for the new Children and Young People's Plan 2008-11. The plan is a key part of Every Child Matters: change for children. It supports services in working better together and securing improved outcomes for children and young people.
